European officials were outraged after Russian missile strikes hit Kyiv. The attacks killed 23 people, including four children. They also damaged the European Union’s office in the city.

The attack was the deadliest on Kyiv since July, according to Ukrainian authorities. A fire destroyed a five-story apartment building in the Darnytskyi district. Rescue workers looked for survivors while many people remained trapped under the rubble. Among the victims were children aged two, 14, and 17.

Ursula von der Leyen, the head of the European Commission, expressed her shock at the strikes. She noted that two missiles hit within 50 meters of the EU office. The British Council, which shares the same block, also reported heavy damage.

Ukraine’s military reported that Russia launched nearly 600 drones and over 30 ballistic and cruise missiles overnight. This was the largest attack on the capital this month.

European and UK leaders strongly condemned the strikes. UK Prime Minister Keir Starmer accused Vladimir Putin of trying to ruin peace efforts. EU foreign policy chief Kaja Kallas said Russia has “chosen to escalate and mock diplomacy.” Ukrainian President Volodymyr Zelensky called for tougher sanctions, saying Moscow had chosen “ballistics instead of the negotiating table.”

The Kremlin claims it is willing to talk. However, von der Leyen said the attack shows that Russia will do anything to terrorize Ukraine.

This includes targeting diplomatic missions. German Chancellor Friedrich Merz said the strikes showed “Russia’s true face.” EU officials also called the Russian envoy in Brussels.

The bombardment also cut power to more than 160,000 Ukrainian homes and hit a naval vessel, killing one crew member. Zelensky said the attack happened because of calls for a ceasefire and new talks.

Von der Leyen confirmed that the EU is getting ready to impose new sanctions. They will also work more closely with countries near Russia and Belarus.

Meanwhile, US officials plan to meet Ukrainian representatives in New York to discuss security guarantees. Zelensky said the talks will focus on military, political, and economic support aimed at preventing future Russian aggression.
